Throne Speech Kyoto stance old news 

Peter Foster seems to have been taken in by the double speak of the Speech from the Throne on Kyoto – even though his guard is well up. (Paul Martin’s path backwards, 04/02/04, FP19

He has been made to believe the “One Tonne Challenge” is new and news. In fact it is part of the federal governments “Climate Change Plan for Canada” released on November 21, 2002.  To encourage this personal emission reduction, the “Home Energy Efficiency Retrofit Grants” program has already been established.  Details are posted on the NRCan website. 

It remains to be seen if this “bizarre scheme” will produce the intended result of a 30 million tonne reduction in Canada’s annual greenhouse gas emission inventory.
